Joe Biden, Manhattan DA Cy Vance Unveil $79M in Grants to Test Backlog of 70K Rape Kits Across Country

Vice President Biden and Manhattan District Attorney Cy Vance unveiled a $79 million effort to tackle the backlog of 70,000 rape kits that are gathering dust around the country.

"There's nothing more consequential than giving a woman her life back," said Biden, who spoke emotionally Thursday about the long fight against sexual violence, alongside Attorney General Loretta Lynch and “Law & Order: SVU” star Mariska Hargitay.

When DNA from a rape kit is tested, it can be compared to a national database to identify the attacker. But tens of thousands of kits have gone untested, in part because it costs more than $1,000 to process each one.
