In 1995, Boston police faced a crisis of gang-related youth homicides that had been ongoing since the crack cocaine epidemic that began in the mid-1980s. The National Institute of Justice teamed up with community groups and researchers from to apply an evidence-based, problem-solving approach to the issue The two main elements of Ceasefire were a direct attack on illicit firearms traffickers and a set of intervention actions that gave gang members a strong deterrent to gun violence.
