Commissioner Condemns NC Prison System

According to North Carolina’s Department of Public Safety, at least 14% of the state’s 36,900 inmates have a severe mental illness. According to Commissioner David Guice, “Our jails and our prisons have become de facto mental health hospitals,” something he told legislators at the recent 38th annual Mental Health Legislative Breakfast. Guice worked in the prison system, which he condemns for focusing too much on punishment and not enough on rehabilitation or treatment.
